The Executive Secretary, Nigerian Content Development and Monitoring Board (NCDMB) , Engr. Simbi Kesiye Wabote (FNSE, FIPS) who represented by his Director of Planning Research & Statistics, Mr. Patrick Obah was at the Bayelsa State Physical Planning & Development (BSPPD) Summit which was held at the D. S. P. Alamieyeseigha Banquet hall in Yenagoa, Bayelsa State.

The Director of Planning Research & Statistics, Mr. Patrick Obah was accompanied by the Manager, Corporate Communications, NCDMB, Barr. Esueme Dan Kikile and other staff of the Board.

In his paper titled “The Nigerian Content Tower & Bayelsa State, The imperatives of Planning a City – The Local Content Paradigm; Develop with the future in mind” he noted that in times of competing demands for funds, it is key to ensure that sustainability is part of the design concept.

“The Board prides itself with the fact that the Nigerian Content Facility in Yenagoa is 100% percent local content from conception, design, construction, and project management.”

He added that the Nigerian Content Tower was designed to accommodate current and future growth demands, such that the infrastructure is not stretched as occupancy increases.

“It is important to note that there were suggestions, at the conceptualisation stage that a tower this high would not make much sense being in Yenagoa. Today, however, the NC Tower stands as an iconic landmark in Bayelsa & the pride of local content accomplishments.”

Beauty comes with preparation. The Nigerian Content Development & Monitoring Board will gladly partner with the Bayelsa State Government in her efforts in preparing for a beautiful Yenagoa, He highlighted.

Furthermore, he added that It is expected that the Bayelsa State Government, while implementing the outcomes from here would:
(1) Fully engage professionals in the built sector
(2) Support the professionals to develop home-grown solutions that are cost effective in implementation and sustainability.

“A well-planned city greatly improves the quality of life, as we will be better able to manage flood, waste, security, energy, social life and regulate expansion pressures amongst others.”

In conclusion, Obah stated that we all know the benefits that come with a very well-planned city & the professionals will do a better job on the technical inputs required. To achieve our goals, we need collaboration, cooperation & commitment of every stakeholder in Bayelsa State.

Earlier the
Bayelsa State Government gave its Physical Planning and Development Board marching orders to enforce extant laws and policies to ensure proper development control in Yenagoa and other parts of the state.

Governor Douye Diri who gave the order, on Tuesday, at the 3 -day summit organized by the Board, with the theme: “Physical Planning and Development in Bayelsa State: The Way Forward”,

The Governor, was represented by his deputy, Senator Lawrence Ewhrudjakpo, urged the Board to carry out the enforcement objectively without sparing whoever including himself and any government official that violates the building laws and regulations of the state.

He observed that the haphazard development pattern in the state capital was as a result of impunity by land sellers and developers as well as lack of political will on the part of government to enforce the laws.

Governor Diri, who cautioned community leaders and youths to desist from the attitude of selling lands indiscriminately to land developers, assured that his administration would give all necessary support to relevant agencies to implement its urban renewal policies.

His words “This government is giving the Physical Planning and Development Board the marching order that after this three days summit, they should rise to the occasion. That means there should be no sacred cow in the demolition of illegal buildings in the state capital.

“What we are suffering from as a government is the leniency and unwillingness of government. Political will has been in short supply in terms of the enforcement of the physical planning laws. But I can assure you under this present administration the political will to enforce these laws will come to full force.

“Government has the major share of blame as far as implementation of the master plan and the current state of Bayelsa and Yenagoa in terms of development is concerned. So, we take full responsibility of the failure in the implementation of the masterplan.

“But we are determined to change the narrative. As far as I am concerned, this summit will be an exercise of self entertainment and waste of energy, if we do not change the position of government towards enforcement.”

In his goodwill message, the immediate past Deputy Governor, Rear Admiral Gboribiogha John Jonah (Retd), commended the Board for organizing the summit and urged them to be courageous in the implementation of useful ideas that would emanate from the event.

Delivering a keynote address titled “The Role of Master-planning in Bayelsa State as a Tool for Sustainable Development, Mr Harcourt Adukeh, expressed concern why successive administrations have not been able to implement the Yenagoa Masterplan.

Mr Adukeh, who is a renowned architect, noted that the Masterplan which was published in Year 2000, aimed at achieving economic and demographic growth of Yenagoa as well as promoting a green and beautiful of the Bayelsa capital city.

According to him, the plan was also designed to increase the supply of affordable housing by at least 5000 new homes between 2003 and 2008 in addition to improving the quality of residential areas.

Mr Adukeh, who identified lack of funding political will on the part of government as factors impeding the implementation of the Yenagoa Masterplan, however, recommended the review of extant Master-planning guidelines and effective enforcement of building regulations and flood control in the state

Earlier in his welcome address, the Executive Chairman of the State Physical Planning and Development Board, Chief Gideon Ekeowei, said the summit was put together for all relevant stakeholders and sectors of the society to proffer better and sustainable ideas on building and development control.

Chief Ekeowei, added that the Board was convinced that landmark projects like the three senatorial roads would provide the impetus for real socioeconomic development of the state.
