Leaked 2010 Eagle square classified documents: Group writes Tinubu,NSA seeks suspension of PAP boss over alleged complicity

A group, the National Coalition for Strategic Governance (NCSG), has written a protest letter to President Bola Tinubu and the National Security Adviser (NSA), Nuhu Ribadu over the alleged involvement of the administrator of the Presidential Amnesty Programme (PAP), Dr. Dennis Otuaro in the last week leakage of Confidential National Security Documents to his allies on Facebook relating to the 1st October 2010 Alleged Assassination Attempt on then President Goodluck Ebele Jonathan GCFR, Members of the Federal Executive Council (FEC), and several foreign Presidents /Dignitaries at the Eagle Square in Abuja, FCT.

“According to the group, the leakage of the highly classified documents allegedly from the office of the administrator of the Presidential Amnesty Programme (PAP) shows gross incompetence and action showing that such person can not be trusted with public office.

The group, in the petition, signed by its Publicity Secretary, Kola Mustafa,”The National Coalition for Strategic Governance (NCSG) is calling on you to immediately suspend Mr. Dennis Otuaro the Administrator of the Presidential Amnesty Programme (PAP) for allegedly leaking Confidential National Security Documents to his allies which they published on their Facebook page, relating to the 1st October 2010 Alleged Assassination Attempt on then President Goodluck Ebele Jonathan GCFR; Members of the Federal Executive Council (FEC), and several foreign Presidents /Dignitaries at the Eagle Square in Abuja, FCT”.

“Our urgent call for Mr. Otuaro’s suspension is of National Security. A “document leaker” who allegedly leaked Confidential National Security Documents to his allies on Facebook should not be allowed to hold any government office, especially an office such as the PAP which has significant security implications for our nation and its economy.”

“The NCSG is also calling on the National Security Adviser Mallam Nuhu Ribadu to direct the Presidential Amnesty Programme (PAP) to cease from approving and or spending all PAP funds EXCEPT in the payment of recurrent expenditures such as ex-agitators monthly stipends, office supplies, beneficiaries tuition fees and living expenses, etc. until a proper investigation is completed.”

“The call for such suspension has become necessary due to the reckless spending and misappropriation of Amnesty funds in just nine months in Office.”

“The Presidential Amnesty Programme (PAP) is for approved ex-agitators in the Niger Delta region, however over One billion naira on non-Amnesty women’s program organized in Warri, Delta state has been spent, thus deviating from the PAP mandate.”

“The leadership of PAP are currently pressuring the heads of different units to implement over 500 education initiatives only for people from their community (Gbaramatu), which is capable of causing chaos and crisis for the President Tinubu’s administration. As there will be reactions and agitations from the other quarters and beneficiaries of the programme.”

“About 28 persons for both foreign and domestic education exclusively for indigenes of their community (Gbaramatu), and each costing upwards of 50 million naira. This is against the known practices of previous PAP Administrators who consult with the different leaders to submits lists of candidates for deployment.”

“These persons are compiling a new list of Gbaramatu individuals to be included in the Amnesty Programme. These persons had openly declared their support for the opposition party and advertised their choice for President on multiple news media in 2023, now boast across the Niger Delta region that despite not working for the APC or President Tinubu’s campaign during the 2023 Presidential campaign cycle, that they were still able to pay about N4.3billion in bribe to secure the Amnesty Office appointment.”

“We want you to use your good office and powers to caution them from tarnishing the name of the Senate President, Godswill Akpabio, the Chief of Staff to President, and others, including security officials in their false allegations that they paid about N4.3 billion in bribe to these highly respected officials to secure the Amnesty Office appointment, therefore, they can do whatever they want to recover their N4.3billion in bribe money.”

“Recently, they were in France celebrating Tompolo’s daughter’s 18th birthday, taking advantage of Amnesty funds to support their personal lifestyles.They are presently persecuting and terminating the employment of people that advise him against his chaotic management style, reckless spending and nepotism capable of causing an uprising which may negatively impact the hard-work of your administration.”

“They frequently approved millions of naira for domestic and foreign travels for themselves, in guise of visiting or engaging PAP beneficiaries without traveling in some cases and these funds are literally stolen using these deceitful means from the Amnesty coffers”

“We ask that you demand for all Amnesty staff travel expenses from year to date with proof of foreign and domestic events attendance such as air tickets and boarding passes which could be easily verified from the airlines, hotel accommodation, bank statements from individuals involved to ascertain specific transaction location with date and time, etc.”
