NCDMB PICTORIALS: Sensitization workshop on Community Content Guideline
Photos from the #NCDMB one day workshop tagged Sensitization on Community Content Guideline (CCG) for Stakeholders in Oil Producing communities in Rivers state, held Thursday, 26th January 2023, at the Uptonville Institute, GRA, Port Harcourt, Rivers state.
In her welcome address, Mrs Atombra Ombu, Manager, Internal Audit, NCDMB, welcomed all stakeholders for availing themselves to be at this enlightenment workshop on the Board’s Community Content Guideline (CCG).
Presentation 1:
Mr. Timbiri Augustine, Deputy Manager, Human Capital Development Department, NCDMB, in his presentation, focused specifically on Employment & Human Capital Development (HCD) as contained in the Board’s Community Content Guideline (CCG).
He explained that the Guideline seeks to assure that indigenes of the Communities are gainfully employed, earn a living wage from their labor contribution, develop competencies relevant to the job role and pay taxes to Government.
The HCD intervention he noted, will among others cover direct trainings by NCDMB, operations, contractors & projects promoters: Scholarships, Entrepreneurship & Empowerment and Project-based Trainings sponsored by Operators, Contractors or Sub-contractors.
He highlighted that the objectives of the HCD Trainings will amongst others build local capacities and capabilities and promote value addition, create a pool of skills and create employment as well as increase local participation in the oil and gas and its service sectors.
For procurement of Goods & Services, he added that Impacted communities shall have consideration for involvement in the establishment, maintenance, operations, security and any other empowerment activity associated with the “conduit” in their domain.
Paper Presentation 2:
Engr. Ginah O. Ginah PhD, GM, CC/ZC, NCDMB, in explaining the Board’s Community Content Guideline (CCG) highlighted that the CCG is aimed at developing the Host community and integrating the Host Community into Oil & Gas operations.
In the CCG, Host Community is defined as the community where oil & gas operations/projects take place.
He explained the CCG, highlighting its Objectives, which are;
1. Structured engagement of youths in host communities in productive services, supplies, manufacturing & contracts
2. Establish critical infrastructure to stimulate development in host communities.
3. Attract new businesses to strategic locations in host Communities
4. Sustain growth of host community entrepreneurs through funding and policy support.
He also talked about The Community Content Framework which has four (4) broad pillars
1. Project Office and Community Offices
3. Employment and Human Capital Development (HCD)
5. Procurement of Goods and Services
6. Funding
Other critical subjects like Governance Framework, Monitoring and Evaluation Framework, Consequences for Non-Compliance were also explained.
The Q&A session at the sensitization/Enlightenment workshop was followed by the vote of thanks by Mr. Tareowei Bufazi, Supervisor, CC/ZC, NCDMB.
