Effective Regulation Requires Stronger Industry Compliance – Lokpobiri

The Minister of State for Petroleum Resources (Oil), Sen. Heineken Lokpobiri, Ph.D., has stressed the need for stronger compliance by operators and industry players with established regulatory frameworks, noting that effective regulation can only deliver its intended impact when properly implemented.

In a statement issued by his Special Adviser on Media and Communication, Nneamaka Okafor, the Minister made the remarks while speaking at the 2026 PENGASSAN Energy and Labour Summit (#PEALS2026), where he drew a distinction between government’s responsibility to establish regulations and the obligation of industry stakeholders to comply with them.

“Government implementing regulations in an industry is one thing, and compliance with those regulations by industry players and operators is another,” he said, describing both as essential to achieving stability and sustainable growth in the oil and gas sector.

Sen. Lokpobiri emphasized that “a strong and predictable regulatory framework is fundamental to industry stability, sustained investment, increased production, and the employment and welfare of workers.”

He noted that the regulatory certainty provided by the Petroleum Industry Act (PIA) supports the Federal Government’s local content objectives, particularly in employment and contracting, while creating a more predictable environment for investment.

According to the Minister, the Renewed Hope Administration of President Bola Ahmed Tinubu is committed to transforming the oil and gas sector through policies that promote investment, production, and greater Nigerian participation.

“Regulation is not meant to be a constraint on growth, but a catalyst that unlocks it for the maximum benefit of Nigerians,” Sen. Lokpobiri stated.

He expressed confidence that #PEALS2026 would deepen collaboration between the Government and PENGASSAN and translate the summit’s theme into tangible outcomes for Nigeria’s oil and gas industry and its workforce.
