Gubernatorial aspirant, Amb. Capt. Paul Mandela Ogoun, has unveiled his manifesto for the 2028 Bayelsa governorship election, outlining a people-centred development agenda aimed at transforming the state through transparency, accountability, inclusiveness, social justice, innovation and environmental sustainability.
Released under the campaign slogan, “Bayelsa State – Forward Together,” the manifesto presents a roadmap designed to improve governance, stimulate economic growth and enhance the quality of life of citizens across the state.
Ogoun said his administration would build on the achievements of previous governments while addressing developmental gaps through policies focused on education, healthcare, infrastructure and economic empowerment.
A key component of the manifesto is the provision of free and quality education for all children in Bayelsa State from primary to secondary school levels. He described education as the foundation for sustainable development and pledged to ensure that no child is denied access to learning because of financial constraints.
The manifesto also outlines plans to review and reduce unnecessary taxes and levies to create a more business-friendly environment, attract investments and generate employment opportunities for youths and women.
In the healthcare sector, Ogoun pledged to upgrade and equip healthcare facilities across the state, including the Bayelsa Health Insurance Scheme (BHIS) hospital and other medical centres, while recruiting qualified personnel to improve service delivery.
To strengthen food security and agricultural development, he promised investments in critical infrastructure that would connect farming communities and food hubs to local markets, thereby enhancing productivity and reducing post-harvest losses.
The campaign team also called on stakeholders and supporters to sponsor various campaign activities, including voter education programmes, community engagements, logistics, media publicity and the production of campaign materials.
According to the campaign organisation, sponsors will benefit from increased visibility across campaign platforms, networking opportunities and participation in efforts to advance a progressive governance agenda for Bayelsa State.
“Together, we will forge a new path for Bayelsa—a future of hope, dignity and prosperity for all our citizens,” Ogoun stated.
The manifesto is expected to serve as the foundation of his campaign as political activities ahead of the 2028 governorship election continue to gather momentum in the state.
